In an interview with Fox News, Dr Walid Phares said: "The Islamic State is now bent on a genocidal Jihad. They massacre and slaughter their prisoners, they ethnic cleanse minorities, they do not negotiate directly or via other countries such as Qatar, and they are expanding fast."
