In an interview with Rick Amato, Dr Walid Phares said: "The Chattanooga massacre of US military was not just an act of Terror, it was a Jihadi terror attack, which is part of a urban Jihadi wave." He added "the attacker was missed due to an absence of detection of stage one of the Jihadists, because of an Administration policy choice in 2009"

Phares, the author of "Future Jihad," a classic, said the US is now hit by a wave of homegrown Jihadists. Some of them are directly connected to al Qaeda, ISIS or others, many aren't connected organizationally but act as of they are." He added "in my many briefings and testimonies to Congress as well as seminars to agencies over the past decade, I have outlined the stages of evolution of Western based Jihadists.

First stage, which one cannot avoid, is to be indoctrinated. It is an obligated passage. Second stage is radicalization where individuals are radicalized. And third stage is operational, when they decide to act or join a group to act."

Phares said since 2009 the Administration removed stage one from monitoring, though other countries including Europe and many Arab and Muslim countries do identify the first stage. Hence our analysts have been disabled from detecting the ideological factor. With that identification law enforcement can only count on operational indicators. But if Jihadists go silent, dark and do not encounter law enforcement, the surprise effect could be devastating, as in Ft Hood and in Chattanooga. Now we are witnessing a wave of less detectable Jihadists."
