Phares argued that the situation in Syria now is excluding the US while waiting for the forthcoming Administration. On the sanctions against Russians, Phares said the Obama Administration need to inform the Transition, Congress and the public about the actual Russian actions. The next Administration will take these findings to the Russian leadership"
