Phares added that after the Barcelona attacks, the Prime Minister of Spain was very precise in identifying it. He said "Jihadi terrorism." That is the beginning. The Administration and Congress should get to a point to agree on this matter, despite disagreements on other issues. Otherwise, we are not moving forward
