In comments published by el Balad daily of Egypt, Dr Walid Phares suggested that solid solution to the Libya conflict must take place via "producing a new political agreement between the main parties including the Parliament, the Army and major players. It should back the army and security forces against terror forces, disarm militias and establish trusted institution to protect the countries borders and its civil society"
