Commenting on the attack against two US servicemen in Germany by Ethnic Albanian Arif Uka with family ties in Kosovo, Professor Walid Phares, author of 'Future Jihad: Terrorist Strategies against the West' said: "If the attacker has been indoctrinated, acting alone or not, being part of an organization or not, his act of terror targeting US military is one of Jihadism. All depends on what inspired him and directed his act: If as authorities have asserted he was radicalized online and made allegedly such ideological statements after being arrested, then it is clear, he acted on behalf of an ideology. The question as usual remains the same. What is that ideology?"
